Pool decks, changing areas and step treads have different requirements from the pool tank itself. The band at water level takes the worst of it: chemicals concentrate there, the surface is constantly wetted and dried, and it is at eye level for everyone in the pool. It is worth specifying the most robust option you can there, even if the tank below uses something simpler.

Grout and adhesive are specialist here

Standard cementitious grout will not survive a chlorinated pool. Pool tiling needs an epoxy grout and an appropriate adhesive system throughout, including the surround. This is a meaningful part of the cost and should be in the quote from the start.
